Argentina clears US oceanographic cruise in the South Atlantic as debate grows over “dual-use” data

The authorization has triggered criticism in Argentine political and defence circles focused on the potential dual-use value of certain outputs

Argentina’s Federal Fisheries Council (CFP) recorded that it had “no objections,” within its remit, to a United States request for a marine scientific research cruise by the R/V Roger Revelle inside Argentina’s Exclusive Economic Zone between March 5 and March 30, 2026. In the same document, the council asked for “all basic data” plus “preliminary and final reports” to be submitted to Argentine authorities prior to any publication of results.

According to the document, the clearance followed diplomatic notes from the US Embassy, and the planned work area spans 42°S to 48°S and 59°W to 63°W. The minutes also note that an Argentine scientific observer from INIDEP (the National Institute for Fisheries Research and Development) would be onboard.

A research ship with Navy ownership

Scripps Institution of Oceanography (UC San Diego) describes the R/V Roger Revelle as operated by Scripps under a charter agreement with the Office of Naval Research, with ownership held by the US Navy.

Technical documentation for the vessel highlights instrumentation that includes multibeam echosounders used for high-resolution seafloor mapping, alongside systems for broad oceanographic measurements.

GO-SHIP: climate monitoring and open datasets

The CFP said the cruise is part of GO-SHIP, an international effort to repeat trans-basin hydrographic sections on multi-year timeframes to document shifts in heat, freshwater, carbon, nutrients and oxygen.

The Argentine minutes describe the objective as continuing measurements to track changes in temperature, oxygen and anthropogenic CO₂ relative to the most recent comparable survey cited there as 2014.

GO-SHIP program documentation and reviews also emphasize broad access and open release of consistently quality-controlled datasets.

The controversy: seabed mapping and “dual-use” concerns

The authorization has triggered criticism in Argentine political and defence circles focused on the potential dual-use value of certain outputs—especially bathymetry and acoustic-relevant measurements—beyond climate research.

By requesting raw data and draft/final reporting ahead of publication, the CFP inserted a formal pathway for Argentine authorities to access and review the cruise’s outputs.

Regional backdrop: sovereignty dispute and UK forces in the Falklands

The debate unfolds against the long-running sovereignty dispute between Argentina and the United Kingdom over the Falklands (which Argentina calls the Malvinas). The UK maintains forces on the islands, with Mount Pleasant Complex—opened in 1985—described by official UK sources as established to provide a fighter and transport presence and to demonstrate the UK’s security commitment in the South Atlantic.

Vinicius Junior: Jose Mourinho’s ‘big mistake’ after ‘disgusting’ incident

Trent Alexander-Arnold said the alleged racist abuse of team-mate Vinicius Junior during Real Madrid’s Champions League match at Benfica was a “disgrace to football”, while opposition manager Jose Mourinho was criticised for his comments on the incident.

The match was halted for 10 minutes after Vinicius reported alleged racist abuse by Benfica’s Gianluca Prestianni to referee Francois Letexier, and he and his team-mates temporarily left the field.

The Brazil forward, who has been the victim of numerous incidents of racist abuse during his playing career, said “Racists are, above all, cowards” in a post on his Instagram.

Benfica manager Mourinho claimed Vinicius did not “celebrate in a respectful way” after his stunning goal in the 1-0 win preceded the incident at the Estadio da Luz.

The former Real Madrid and Chelsea boss said: “There is something wrong because it happens in every stadium.

“A stadium where Vinicius plays something happens, always.”

Reacting to Mourinho’s comments, former Real Madrid midfielder Clarence Seedorf said on Amazon Prime: “I think he is still emotional. I think he made a big mistake today to justify racial abuse.

“He’s saying it’s OK, when Vinicius provokes you, to be racist – and I think that is very wrong.

“We should never, ever justify racial abuse. Vinicius has had enough of that unjustified behaviour from people. I know Mourinho by heart would agree with me but he expressed himself a bit unfortunately, I believe.”

England international Alexander-Arnold condemned the incident in his post-match interview.

“I think what has happened tonight is a disgrace to football and overshadowed the performance, as well as an amazing goal,” said Alexander-Arnold.

“Vini has been subject to this a few times throughout his career. To ruin a night like this for our team is a disgrace.

“There is no place for it in football or society. It is disgusting.”

Samid was admitted initially with a urinary infection, but doctors later detected an “unknown” virus in his blood and she urged authorities to facilitate an air ambulance transfer to Buenos Aires

An Argentine commercial court has declared meat businessman Alberto Samid—widely known in Argentina as the “king of beef”—bankrupt, ordering broad asset restrictions and imposing a travel ban until July 3, 2026. The ruling emerged as Samid remains hospitalized at the Cantegril clinic in Punta del Este, Uruguay, while his family and legal team seek a medical flight back to Buenos Aires.

The bankruptcy was issued by National Commercial Court No. 25, presided by Judge Horacio Francisco Robledo, after Samid failed to secure creditor approval in a preventive restructuring process opened in 2022, according to a decision dated February 16.

Verified liabilities total ARS 276.66 million, largely made up of unpaid tax debts owed to public bodies. The main creditors listed in the case include the Agencia de Recaudación y Control Aduanero (ARCA), with a claim of ARS 179 million; Buenos Aires Province’s tax authority ARBA, seeking close to ARS 94 million; and Smart Commerce.

The order imposes an indefinite general attachment over Samid’s assets and requires notices to be sent to registries covering real estate, vehicles, vessels and aircraft. It also authorizes steps to verify and secure assets and documentation at the debtor’s address, and mandates that Samid’s correspondence be redirected to the court-appointed trustee in charge of the bankruptcy proceedings.

The commercial case runs alongside a broader judicial backdrop. Argentine reporting notes that a federal case opened in 2015 over alleged tax evasion and improper withholding was closed on statute-of-limitations grounds in late 2025, while Samid has a final 2019 conviction sentencing him to four years in prison for illicit association and tax evasion, completed in 2023.

The situation has been further complicated by Samid’s health. His wife, Marisa Scarafía, said he was admitted initially with a urinary infection, but doctors later detected an “unknown” virus in his blood and she urged authorities to facilitate an air ambulance transfer to Buenos Aires, warning his condition was deteriorating.

Samid also resumed posting on social media to demand assistance for a medical transfer, saying he was willing to pay the costs himself.

Nathalie Milian Orbis plantea acción legislativa local
